Community Development Block Grant
The Idaho Community Development Block Grant (CDBG) handbook contains forms and guidelines essential for carrying out a successful Idaho CDBG project and is available here for download in addition to the most commonly used Idaho CDBG administrative forms.
Before the department allows an Idaho CDBG project to begin, a city or county must demonstrate that a certified Idaho CDBG Administrator will be under contract or on staff to manage the day-to-day activities associated with the grant. All of Idaho’s community development districts and several private consultants are available to assist communities with their grant administration functions.

Idaho Housing and Finance Association and Idaho Commerce completed an Analysis of Impediments (AI) to Fair Housing Choice in 2022. The objective of this analysis is to identify the state’s greatest housing needs, examine how the state’s economy has changed, pinpoint residential groups with the greatest housing needs, identify private sector actions and public sector regulations that interfere with housing choice, and develop a plan for responding to barriers in housing choice and economic opportunity.
