The state of Idaho is required to file with the program sponsor—the U.S. Department of Housing and Urban Development—documents outlining Idaho Commerce’s one-year action plan, five-year strategic plan and citizen participation strategy.
2015-19 Consolidated Plan
The Consolidated Plan sets forth priorities for the State’s housing and non-housing community development needs for each calendar year and serves as the State’s annual funding applications to HUD for the following formula grant programs: the Community Development Block Grant (CDBG); the HOME Investment Partnerships Program (HOME); the Emergency Solutions Grant (ESG) Program; and the Housing Opportunities for Persons With AIDS (HOPWA) Program.

Statewide Analysis of Impediments/Assessment of Fair Housing
Beginning in 2016, IHFA and Commerce will be pursuing a hybrid Analysis of Impediments (AI) and Assessment of Fair Housing (AFH). The U.S. Department of Housing and Urban Development is phasing out the AI and replacing it with the AFH model in the coming years. We anticipate that a draft of the new document will be available in mid 2016; a link will be published at this location.
