Idaho Joint Land Use Study

In September of 2007, the U.S. Department of Defense, Office of Economic Adjustment, awarded a grant to the State of Idaho to conduct a Joint Land Use Study (JLUS).  A JLUS is a collaborative study between active military installations, local communities and other stakeholders.  The goal of these studies is to safeguard military missions while fostering compatible and sustainable community and economic development, land use planning, and public health and safety within the study areas.

The Idaho JLUS will include Ada, Elmore and Owyhee County leadership, citizens and other vested parties, the Shoshone-Paiute Tribes of the Duck Valley Indian Reservation, the Mountain Home Air Force Base and Idaho portion of the Mountain Home Range Complex, and the Idaho National Guard at Gowen Field/Orchard Training Area.  These entities will work together with an independent contractor, Matrix Design Group, Inc. to conduct the study.

Public Workshops

A series of public workshops will take place to allow citizens and other stakeholders to comment on areas of concern and issues that should be addressed in the study.  Schedules and more details will be posted on this site as the study progresses.  Information on the first two workshops is located on the right.

Policy Committees

These committees will ensure the process is community driven for each geographic area.  They consist of elected officials, military base leadership, tribal leadership, and representatives from state, federal and local agencies, organizations and associations.

Technical Advisory Committees

Technical Advisory Committees for each area will work on technical issues.  These groups will include community and tribal planners, airport managers, business, community and environmental groups, and other subject matter experts as technical issues emerge.
